That is exactly what got me here... can someone confirm this as a decent option? For now I just want to do older sims up to SNES, I realize I would probably need an upgrade for PSX/N64/Wii.

Oh man you're going to be stoked. The OS I'm running is directly from RetroPie, which is build on top of Raspbian (A Debian based OS).
Setup - 3/10 easy. To get it up is trivial (15-30 minutes). That's enough for most emulators. Then you can install kodi which is built in as an optional package (added in the last few months, took me about 5-10min). There are other optional packages for running stuff like Dreamcast games and some of the more obscure non-standard packages. Most consoles are included by default.
Controllers - hard to beat $8.50 each shipped. You can also re-use old controllers. I was using a wireless PS3 controller for a while with success.
Games - https://www.emuparadise.me . SO MANY. Adding them is as simple as browsing \retropie and entering the ROM shared folder, and dropping them in.

So that's $90.81 before tax and shipping. Plus no choice in custom color of top and bottom of case, having to put it together yourself, download an image and configure it. So for a non-technical person it might be worth it since they'd be paying an extra $15 - $20 in this case for the labor/time involved.
(and yes, those controllers are garbage, but at least they can get replacements easily after the fact)
There gamepad will not work over usb, you need a USB controller to register the Bluetooth one unfortunately. You can use an Xbox controller with a USB cable plugged in if you have one of those. Personally I use these.. After that you should be able to get to the Bluetooth settings on the pi and register the sn30 controller with the instructions provided.
I bought this pair of USB SNES-style controllers and this pair of extension cords for it. They're nice enough, but when I realized the Pi3 can do a decent job of running PS1 games, I started using a PS3 controller for it and the SNES ones haven't gotten much use.
I have not run any fighting games with it yet so I can't tell you if those SNES pads are any good for quarter-circle moves and stuff.
I suppose it would depend on the controller. I went with these SNES style ones and haven't had any problems. The only lag I've experienced is with the more graphic/processor demanding games as I got into the N64 era, and that's more just general slowdown than controller lag.
Good job cherry picking the most expensive option out there.
