There are 2 models of the vita, OLED and slim. In my experience, it was harder to find a slim vita so I opted for the OLED. The difference between the 2 in terms of modding is that the OLED does not have internal storage, so you will need to buy a vita memory card like this: Amazon Vita Card. With the slim, you won't need a card to install henkaku and enso.
Yeah the 1GB internal storage is mainly for system updates so you'd have to buy a memory card for games. If you're planning to go all physical, Amazon has the 4GB version for $13.99 but if you check Craigslist or ebay or wherever, you may find some good deals for the 8GB one as that was bundled with an older Borderlands 2 bundle, and lots of people sell them for cheaper than retail.
You should also know that PSN has some really good sales sometimes which will be a lot cheaper than what their physical counterparts would be. For example P4G was $10 multiple times this year and VLR was also $10 last year. A higher storage memory card might be worth it down the road, especially if you have PS Plus.
"Wasted" is quite exaggerating...
