Entrusting a hologram to raise your child seems like the logical extension of letting TV "raise your child" today. I can totally see why people would not want to do it. Doctors and Moriarties aside, they're not that smart or human.
The show isn't consistent about it, but I feel like the intention with holograms has always been that people can totally tell they're not real, other than the exceptions above. It'd be like sticking your kid in a video arcade all day.
Also, here's a really good novel partly about a woman who was raised by artificial intelligences. It's technically a sequel but only loosely; the main characters were barely in the first book.
