Already reocmmended several times, but I would also recommend the Acer Aspire 7 especially because you're looking for higher settings versus having a very high framerate. The laptop will be great for both gaming and programming. It is within budget.

Because of the 17" requirement you options are limited, so you have to check out the Acer Aspire 7 A717-72G-700J which has a professional look so it will fit in anywhere you go. Although you don't plan on running thing too intense the GTX 1060 graphics along with its 8th gen H processor will give you a great gaming experience
