You're looking at ~$700+ regardless of specs, if you want RuneScape to be "playable" on a laptop. Here's two suggestions I made, on a similar post:

That gets pretty hot under intense work, so I would advise against it, and I assume you will need a powerful GPU for the gaming engine so the GPU is not going to waste here, and if you don't want to upgrade the ram manually then what about this configuration?

I'm glad you said light gaming as we can cut down the price point to save you money for software/peripheral needs

I've found this laptop for you. It comes with a 1060, 32 gb of ram, a 7700H processor. All of this is more than enough to run league and csgo, for only $1,235.
