If you have a Microcenter store near you and you're interested in budgeting a bit, the Lenovo Flex 14 would be just fine. Neopets, Minecraft and Stardew valley are all reasonably lightweight games and can run reasonably well on cheaper specs. Getting a 7th gen i3 and an SSD for $300 is an amazing price and great if there's a store near you.
You could also consider a chromebook as xXTERMIN8RXXx mentioned, but there's a few weaknesses. You should be able to play all the games you mentioned as t hey're all browser or on the google play store (aka playable on a chromebook), but you can't download executable files. If you use any uncommon applications on your laptop you wouldn't be able to use them on a chromebook.
Higher end options to consider are the Acer Swift for $600 or the Asus Vivobook. The Swift linked above would also be a great deal and they're well powered; unfortunately the displays on all of these are pretty mediocre so they won't be great for art - but it's like that for every sub ~$800 ultrabook unfortunately.

For general use with some gaming capability at this price range I would recommend the Acer swift 3 it comes with a quad core CPU and an RX540 GPU which should give performance around an I5-8250U and an MX 150 .

LoL and Dolphin emulator are not intense, the Acer Swift 3 SF315-41G-R6MP is able to handle those games well and give you a good experience. Its fairly thin and lightweight with and an aluminum chassis it is very durable
I have been looking at the Acer Swift 3's! They seem great-- the only drawback is I've seen a lot of people mention that the edge is sharp and irritating to wrists.
Also: can you tell me what the main difference is between the acer you linked and this one here? It's about a 100$ cheaper, so there must be some compromise-- I'm just not sure what it is and if its worth my while haha.

Is there any setbacks to that machine over this one? The build seems slightly better in that one, but I was wondering if there were known issues. A few people complained about heat issues I noticed. Thanks again.
