Better light would help. That 600 isn't really 600w. Probably less than half that in actual power. If you replace it with a 200-240w Quantum Board ($125-150 off alibaba.com) you will see more yield for the same power cost.

Otherwise, I find I get more tops if I take the top off the plant after 2-3 weeks from seed to avoid apical dominance. That spreads the growth out instead of letting one main bud develop.
