There are no officially released complete sets of the Studio Ghibli films. There are some sets though that you can get, which are official:
Japanese Takahata films
Japanese Miyazaki films
North American Miyazaki films Canada
North American Miyazaki films US
I find the best place to purchase the movies is though Amazon though. They have them all, and since Amazon almost always lowers their prices to match competitors, it tends to be the best price. At the moment, Amazon Canada is matching Walmart, so all the Ghibli films are $19.96.

This is the official one for Hayao Miyazaki's films at least. Remove 8% from the price tag (Sales tax charged only when delivered within Japan) and you get about $450 for 11 films. Most, if not all of them will have english audio and subtitles.
There's another one for Isao Takahata's films too, but it's a little bit more expensive and not all of them are Ghibli films.
Keep in mind that prices for media in Japan are generally much more expensive than what you're used to.
Based on the movies inside (and the drawing on the exterior), that seems to be the Hayao Miyazaki Directed Works Collection (or, in Japanese, 宮崎駿監督作品集). You could use google translate on the description in the amazon.jp entry for it or the page for the similar North American release to figure out how to describe it, but it looks like it has a disc for every Miyazaki film from Castle of Cagliostro through to The Wind Arises, with two bonus discs.
I don't know where is best to sell it (I'm not from North America, so I really have no good input here).
This one that was literally released a week ago.
The BD is $600 and the DVD is $480. You get 11 movies, 1 pilot film, 3 TV episodes, a full interview of his retirement, and a paperplane and postcard for The Wind Rises movie tie-in.
Any other 'set' you see for sold is a bootleg.
