I use an ASUS 13.3" (4 GB RAM 4-core Celeron) for similar work. I use WebStorm just fine. Love it.

I suspect that you have received some downvotes because this is a chromeos sub. But many people want to run an unneutered Linux on Chromebook hardware. I'm with OP in this. In fact OP's post made me check if r/chromebooks existed. Good news, it doth exist.

For me, a fanless CB with an FHD screen is ideal. I use a Toshiba CB 2 (2014). You will find many reports of screen problems, but I have had a good experience with this hardware. The only bad experience that I have had is Google's bad update on the beta channel that seriously affected the Toshiba. (Solution: stay on the stable channel, used the Chrome Recovery extension.)

My thoughts about the Toshiba CB 2 2014: impressive screen, good typing experience (but not as good as Thinkpad), and silent. A good device for both chromeos and Linux. How could it be better? Maybe a matte screen and lighted keyboard.

Toshiba is out of the market now; you might find a good used CB 2 (2014). If I were going to buy a new CB for Linux today, I would consider the Asus CB 301SA. I'm not interested in touch screens and convertibles.

You might want to consider whether an ARM or Intel CPU is a requirement for you. I also have a first-generation, ARM-based Samsung CB that has a matte screen. It's still a dependable product that performs well. And a matte screen, which I prefer.

For Linux, I have used "crouton" for a long time. I am currently experimenting with GalliumOS running from USB 3.0 flash. That's how I am typing this message. (o:
