Better CPU by far, easier to put together and find the parts, already has Windows 10, and it costs $250.

Add $40 and get a refurbished GTX 1060 straight from Zotac: https://store.zotac.com/zotac-geforcer-gtx-1060-3gb-zt-p10610a-10l-1460 For $290 you have a system not made from random shit, has some warranty on parts, and that 1060 is better than the rx 570.
I don't suggest random deals on used GPUs... they could have been miners, etc, and may burn out... at least a new card carries a for sure guarantee you can send it back unless you drop it in the toilet.

the processor itself is a little outdated, I would recommend upgrading the mother board to an intel 5th gen or so, (and you could just add more ram on, say the 4gb is on two dims, or "sticks" you could put one new 8gb stick and use one old 2gb stick) for this you would need a new motherboard and processor. or you could upgrade your current i5 to an i7, as this should be fine for a small graphics card (talking about bottlenecking).
for something budget like this, you could add something like the NVIDIA gtx 1650. It is a relatively cheap card, and is from the newest NVIDIA generation. It would be a pretty easy instillation as the card does not need extra power connectors and is power efficient. on the amd side, you could pick something like the rx 550. old, but tested and very budget oriented

Well depending on your budget, this is what I would consider a good start. Ryzen 2600 for the cpu, motherboard doesn't matter much so i went with msi pro b350. For ram I'd suggest at least 16gb at 3000mhz. For a gpu depending on your flavor either an Nvidia 1030 or a Rx 560 4gb. I'd go with the rx460 just because there's a lot of weird versions of 1030s now with old ddr3 memory. For storage depending on how many photos shes taking I'd go for a 1tb ssd. A case just has to be big enough for a matx mobo, like this red bitfenix. Then a decent power supply. So it comes out to be about 750 bucks like I said without a budget in mind this is what I would go with lots of value without spending a ton.
