Then they did something to the viewport on the PS4 version, because you definitely do not seem to have the range you do on the PC. It may run at 1080p, but it's not as crisp/clear, there are FX missing, and the viewport seems zoomed in some percentage. Models are larger.

I have a GTX 980 Ti, so it really averages like 30% usage on my card, running full-bore, with spikes no higher than 40-45%, from what EVGA Precision is telling me.

I have the 4700HQ/880M version of it, but with 24GB of RAM.

BTW, I run a 1080p TV with a non-Pro PS4.
