Personally, I haven't done it yet because I don't have the money. However, my friend was able to do it and he used this sd card. When we were looking at cheaper ones there were issues where they weren't actually class 10 but they passed some test that let them classify them as such. The class 10 is the speed of the memory if I'm not mistaken so it's quite important for what we're trying to do.
To install it I'm pretty sure you just plug in the SD (if you don't have an SD port than you'll need an adapter), transfer your D3 folder onto the SD, and then run it from there. The reason that D3 lags so much is it's competing for hard drive "attention" with other programs. This makes it so it doesn't have any other competition since it's the only thing on the drive. I like my Logitech G700s, but it was only $60 when I got mine. I'd bet you can get a decent price around Black Friday.
It's comfortable (for right handed), survives Diablo really well, has buttons easily mapped to other skills (and I even have the top ones mapped to things like pinging the map or verbal emotes). But the battery life is TERRIBLE, truly truly amazingly bad. Full charge is about 5 hours of use. So I have mine plugged in all the time and use it like a corded mouse.

It's not a treadmill but it's cheap and folds up if, and it's very very quiet. The hardest part so far is deciding how I am going to set up a keyboard/mouse table for it. I think I'll probably wind up making something out of PVC and shelfboard. Right now I have a small plastic folding table that I've used PVC to extend the legs on and it works OK, but it's too large for the area it's in.
I don't know what your price range is but a GTX 1050 is $150 on Amazon and will run Diablo 3 on max settings at 60 fps. And it'll let you play games like Overwatch on medium settings fairly smoothly.

Then they did something to the viewport on the PS4 version, because you definitely do not seem to have the range you do on the PC. It may run at 1080p, but it's not as crisp/clear, there are FX missing, and the viewport seems zoomed in some percentage. Models are larger.
I have a GTX 980 Ti, so it really averages like 30% usage on my card, running full-bore, with spikes no higher than 40-45%, from what EVGA Precision is telling me.

I have really bad tendonitis in my wrist as well. It really helped me to switch to a vertical grip mouse. This ensures that your wrist is not twisted like it is with traditional mice or other devices that require you to twist your wrist to use it. A vertical grip mouse keeps your forearm straight and puts less stress on your muscles going through your carpal tunnel.
It is weird to get used to at first and it doesn't get rid of the problem, but it definitely helped me get back into video games again even if it is less than I used to be able to play.

Not a doctor, not a pro, but I've been using trackballs (thumb kind, like this one) for about 20 years now, even for gaming, really works well for me.
I have a corsair scimitar mouse with essentially a numpad on the side of it. This one. First thing is its right handed, so if your right hand is the broken one you need to be careful to look at the handedness of each mouse. Otherwise its really useful and i can play literally the whole game one handed, while drinking coffee with the other. You have to think about how you want the buttons on the side assigned, and get used to your layout, but when you do its almost as good as two handed. Naturally its a little harder to be using two buttons at once, you have one thumb for your skills not a whole hand, but its not as much difference as i would have thought.
Edit: actually mine is the black mouse, but same difference.
This may or may not help a bit on your wrist, but it looks like it’ll still be hard on your elbow at least. I’m a huge fan of my thumb ball mouse. There are other finger track balls that some people like. I’m partial to the thumb ball ones though. They obviously take some adjusting to get used to, but since I switched, I stopped having wrist pains.
