Several things here:

"Plug and Play" is really an obsolete term. It refers to hardware that can be plugged into any available port or slot, and used without having to configure it to avoid IRQ and DMA conflicts. If you don't know what those are, it's because PnP solves something that used to be a problem in the 80s and 90s. Today this is 100% of all hardware.

You can't plug a video card into an HDMI port because that's not how video cards work. HDMI only outputs an already completed image. Video cards create such images. They also need two way communication with the computer, which HDMI doesn't provide.

You can have an external GPU, which is what you seem to want. They work over Thunderbolt 3 enabled USB C ports. What you want is something like this, and then to put a desktop sized video card into it.

Unfortunately, I don't think Surface has a Thunderbolt port.

I got the Asus XG station pro with an old Geforce 970.

Works great: quiet, led lights, usb c port expansion, almost the same exact color as the MXP. I'm planning to upgrade the video card to an 5700 XT in the next couple of months - depending on price and availability with the new fans.

Here are the links for the products I used. I tried a few cooling pads and chose the one below because it was quiet, comfortable to use on the couch and at least could hide the cable. The USB-C hub was a random choice and probably on sale but it worked without any issues.

There is a way if your computer has a USB Type C Gen 2. You can buy an external GPU enclosure. Its pricey but would work. THat is just the enclosure and then you could buy the graphics card to put in it.
