OK. I think most of the methods you have noted are good. The order of their application could be shuffled a bit, and the choice of products for doing each might be worth shifting around, as some exfoliators and moisturizers work very differently than others. For example, I can't use something like St. Ives or most cleansers with high fragrances, because there's an ingredient which aggravates my skin.

The theme throughout is: be gentle.

1) Consistently use warm/hot water for every step. You may want to draw a comfortably hot bath if you can.

2) Use a loofa and wash product with the gentlest stuff you can find, and one which is good for your skin type. A cleanser with oatmeal or with a natural moisturizer (like coconut oil, olive oil, or shea butter) is good. Added fragrances can be a negative. If it also has exfoliating beads, it could also work. (But a cleanser with beta hydroxy acids — salicylic acid — is not, as it will irritate.) Rinse.

3) Next, a gentle exfoliator for your face (you can skip this if you're only focussed on non-face body). If you live in the U.S., there's this stuff which can be had for pretty cheaply (like ~$4 in most places, if not less). It's truly excellent, and I've used their available variation for far longer than I'll admit (like, they've changed the scent formula three times, but I've stayed with it). Don't let the lowish price throw you. Ulta carries it. Exfoliate by massaging for about a minute, but not with intense pressure. Rinse. Don't dry off.

4) Make sure your fresh razor has been sitting in, say, a glass or bowl of very hot water while you've been doing steps 1-3. Use a triple blade with a moisturizing lubricator (you could try a quadruple blade if you wanted, but those new quintuple blades are a bit overkill). For non-face, you can use Aveeno therapeutic shave cream (this one). For face, you could use this shave cream OR a second round of the exfoliating stuff in step 3.

5) Very important: do not use cold water. You need your pores to be open. Cold water slams them shut, which in turn shuts the opening for your hair to grow, inviting ingrowns.

6) Shave. First pass, go with grain; for second pass, reapply shaving cream lightly and go against grain. Be gentle. Rinse blade in hottest water regularly (i.e., hot water cup). Rinse in warm/hot water.

7) Once rinsed, gently dry off by patting your skin, not by rubbing. Almost immediately after, while your skin is still moist but no longer wet, use either coconut or olive oil on your skin to moisturize and soothe everything. (Use the actual stuff you'd find in the grocery area, not the cosmetics area). I use olive oil on my face as a leave-in moisturizer and coconut oil as a body moisturizer, but coconut oil works great everywhere. Let it be absorbed by your skin. Give yourself 15-30min for it to absorb in before wearing anything.

8) Optional for your face (as with step 3): just before step 7, use a peeling mask with polyvinyl alcohol. Again, the same maker of the stuff from #3 has a couple of options: this or this (both are roughly the same ~$4ish price as exfoliator in step #3). Apply. Let totally dry. Peel off. Then do step 7.

Try this order/regimen for a few days or a week as a trial run. If it works no better, then there may be other skin matters involved which may need a specialist to assess. Good luck!
