To be perfectly honest with you, I get the expensive Baofeng just because I'm picky and like some of the additional options which I never even use lol. You definitely don't need the 65 dollar model if all you need/want is to listen to railroad freqs and have FM radio...
Baofeng makes a 30 dollar model that has a digital scanner, fm radio, and memory bank. It's solid and can handle getting banged up. It's not waterproof, but I've used mine in some heavy rain and it stood the test.
