So the high refresh rate question is a classic.

Basically 144hz is used for gaming mainly as you can gain some sort of advantage because the screen refreshes more often.

In your case I would look at a 4K 60hz monitor because gaming doesn't seem like your priority (correct me if im wrong).

What would I suggest?

Sure you can buy a gaming monitor.
But, also you need to pay attention to what your graphics cards is...
Is It Nvidia or is it AMD?
G-SYNC monitors are suited to work with Nvidia grahpics cards
Free - Sync monitors are suited to work with AMD graphics cards
Here are a few for your consideration;

And if you could push the budget just a little

Just after picking up the BenQ EL2870U 28 Inch, cheap 4k but so far it's been grand :)
Without ref link
I am looking for the same thing but 24/28”. I saw that BenQ on amazon for £240. A good deal or go for something else?

I was in the same boat recently as you looking for a monitor to game on instead of the TV and sofa..
Found that I was alway ended up sitting on the floor edging closer to the screen to spot more :P
I spent hours looking for screens and reading reviews and forums to see what stood out.

Seems that 28" is the common size for monitors at reasonable prices so the below may not be a use for you.

I ended up with the following screen due to a local repair and returns centre had one for a great price for me.
Samsung LU28H750UQUXEN https://www.amazon.co.uk/Samsung-LU28H750UQUXEN-28-Inch-Quantum-Monitor/dp/B0711S2JHQ/ref=sr_1_1_sspa?ie=UTF8&qid=1540288178&sr=8-1-spons&keywords=samsung+4k+monitor&psc=1
It doesn't have HDR but does have the 4k and Freesync and the blacks of the screen are amazing and the colours pop out!
Forza h4 looks incredible.

If I didn't get a great deal of the above I would of gone for the below.

I was on the brink of getting this BenQ from all the reviews and it also ticking all the boxes on the Xbox X menu.
