Yup, that's exactly what it means. All brokers do it for the most part. It's not fair, but money talks, and that's the way it is. Doesn't mean you cannot still profit from the meat of the move though...you'll just have to sacrifice a penny here and there to appease the mighty HFT, lol
BTW another interesting book you might want to check out is Broken Markets...it's better than Flash Boys in my opinion in terms of giving a history of where the market came from and how it came to be like it is today.
I distinctly remember hearing some of them mentioned before but I can't remember the title right now. There's "Too Big to Fail" but afaik that's more about Wallstreet in general.
There's this one but I can't tell you how popular it is.
