First time builder here, my graphics card requires an 8-pin pci-e power cable to power the card but according to amazon reviews it doesn't come with a 8-pin power adapter, is there anyway to know if the power supply I'm planning on getting contains an 8-pin pci-e power cable or an adapter? if not how/where do I go about getting one? link to the power supply and graphics card for reference...

Since it's AMD FX you'd also need new ram as it's DDR3 modern systems use DDR4 now. Due to your budget I'd recommended a Ryzen 5 2600 (around $100) a B450 Tomahawk (around $100) I'd personally recommend a Corsair RMX PSU 550 watts or more should be plenty while I could say just find the cheapest Corsair RMX as they range from 550 watt to 850 Watt with some of the higher watt one's being cheaper then the lower watt ones I'd suggest the 550 watt one for efficiency reasons most of them seem to cost around $100 (excluding the 1000 watt but that would be overkill anyway). As for ram I'd suggest some Corsair Vengeance 3200 MHz CL16

Other notes:

Mobo - I was also looking at the Tomahawk without the max because Micro Center carries it. Is the old BIOS chip a problem?

I would go with a 550W or 600W for sure. If cable management aesthetic is important to you, you might want a modular power supply like this one, otherwise, save the cash.

As for efficiency, I wouldn't go below 80+ Bronze, but that's just my preference.

One last thing: Do NOT skimp and get a cheap unknown chinese brand PSU. When PSU's fail, they take other components with them.

In an attempt to get things assembled sooner, do you see any issues with using the following power supply? This is currently in stock, and the other is out of stock until October. It has the option of a higher wattage and is gold certified. I don't know whether either of these would make a difference.
