At 550W you've got a lot of headroom. 400W would be cutting it close, specially if you upgrade down the line.
It's not really a good PSU for the price.

False alarm!! I couldn't find the PSU on parts picker so I picked the wrong one. This is the one I bought.

If I had to point my finger at your problem, it'd definitely be that. There's an old expression when it comes to PC building: Never cheap out on your power supply. Sorry to be a dick, but the one you picked up is definitely doing exactly that.
I'd return your power supply to Amazon as defective, and get something like a Corsair TX550m as it'd be a colossal upgrade in power supply quality. If you want to stay with EVGA, they sell some really great power supplies (the W1 just isn't one of them), you might consider the G3 550W.

Yes exactly! Yours is leaving the snake of den of cable every where. My power supply (Corsair TX550) is Semi-Modular, so it has half of the optional connectors, the rest is part of the main cord. Fully Modular has an option for everything and no cord is permanently attached, you decide what you need. Really tidies up the build when unnecessary connections are eliminated.
