And the activity on /r/buildapcsales for gpus suggests that they're more available at closer to MSRP than they were just a few months ago. 1080ti cards sold out in minutes in February, there was stock still available after an hour the other day.
My next build I'm delivering in May. I'm buying memory last.

USED DDR4 is not easily $200 and you can get plenty of newer 16Gb kits for under $200, not just older, slower clock speed kits. Like this, ~$80 for an 8Gb stick

My R7 came with only 1 stick of 8 GB 2666 RAM and I added one of these - https://www.amazon.com/dp/B01N5P755B/ref=cm_sw_r_sms_c_api_Vr8LBbMQ9ABEM . It was recognized fine and runs in dual channel with the original stick of RAM. Just make sure whatever you get has the same speed and capacity of the RAM that's currently installed and it's just plug and play.
If you could spend a little more and don't mind trying to build yourself you could try this. Would also need a microcenter near you. The motherboard would only be available at the store listed, but you can pretty much find a comparable one at most microcenters. Also this odesn't include a windows key, but you can run unregistered Win 10 for free with some limited access.

This would run at low settings 84 fps with no problem(My a-10 7700k does) It is not the best setup but would allow you to upgrade later.(Big enough case/MOBO that will accept any regular Ryzen chip.) Case works, but is not the best. It is good for a budget and can be upgraded slowly. Also the Ryzen APU would benefit greatly with faster ram than 2666, if you have any extra cash I would upgrade to at least 4200.(integrated graphics would pull from system ram to use as vram if speed is 3200+ IIRC)
Once again not the best but for a budget PC it's not bad at all.
EDIT: Sorry didn't see the new APU comes with the wraith cooler which should be sufficient. So new total $309.25 ($299.25 after mir)

When it comes to simple office work does, single/dual channel and RAM speed make any difference? Simple office PC, not sure if its worth getting more than a single 8GB Stick of RAM.

If you want to future-proof your system, you should get DDR4 and a board that supports it like this one (it's even on sale for $45) (Name is GIGABYTE GA-H110M-A):
And you need ram, so here's a single(you have the ability to add another in the future) 8GB stick from Crucial:
You could easily sell the ddr3 ram you already have on ebay for $30-$40 if you wanted to recoup the cost of the new stuff.
If you ever plan on getting an overclockable processor, you will need a z170 board to take advantage of it.
