Within your budget you could get this CYBERPOWERPC Gamer Extreme Liquid Cool GLC4600A Desktop Gaming PC which covers your requirements specs easily.. Go for in i7 processor for future proof sake ..It has a fantastic NVIDIA GTX 1080 Ti 11GB graphics card that is much better than a 1070.. It has a wonderful 16 GB RAM, fast SSD plus a 1 HDD storage and a nice liquid cooling system. ..You are looking at an ultimate gaming machine here that you will not have to think of upgrading anytime soon and yes you can connect your two monitors easily.
I didn't look at the specs too close, but there is currently a deal on a pre-built that can be purchased off of Amazon for $1400. It has a better graphics card, smaller SSD, and CPU can't be overclocked.

Looks like they may be the same according to CyperPower, but I don't necessarily believe that all components will be the same.
I mean you can get 7700k/1080 ti prebuilts (change vendor to amazon) for 1350...
