I would recommend the Dell G7 laptop which has no issues with thermals. It has:

  The laptop runs Windows 10 Home. The GTX 1060 graphics card will be fine for gaming and any kind of 3D works. Programming shouldn't be an issue either.

Though budget to get a high refresh rate. The GTX 1060 is a possibility though. If you want something new the Dell Inspiron 7588 is good but $37 over your budget. Below budget but preowned would be the Acer Helios 300

It is relatively cheaper. It only has 8 gb ram compare to the 16 gb ram in the helios. Also their is the [Acer aspire 7] (https://www.amazon.com/gp/offer-listing/B07GQ16BCN/ref=as_li_ss_tl?ie=UTF8&linkCode=ll2&tag=gaming0789-20&linkId=f13b03473b6756999f2f7ae9691e7470&language=en_US) which has the same specs as well but 1 hour less battery life than both laptops.

Heating issues by numerous reviews, go for the [Dell G7] (https://www.amazon.com/Dell-Inspiron-15-7588-i7-8750H/dp/B07CRC74WK/ref=as_li_ss_tl?SubscriptionId=AKIAJQYFXGBZ6MDO67HQ&linkCode=ll1&tag=gaming0789-20&linkId=cc76075471f2b1c38948a60ee3b30177&language=en_US) which has the same specs as the predator except 1 hour less battery life at 6 hours.
