It's likely an "IR Illuminator", it's possible this is just an IR illuminator used to help light up the room at night for security cameras, but I also had another thought. Is this above a TV in a conference room? The IR illumination could allow the normal "room lights" to be turned off or down for a presentation, while still allowing the conference room cameras sufficient light to see the people in the darkened conference room. It's also possible there are windows or something opposite this TV that "backlight" the people and make it difficult for the camera to show their faces, the IR illumination would act as "fill light" to help keep the camera from auto-adjusting everyone into silhouettes. That said, IR usually doesn't provide enough color information, which is why security footage is often black and white, so using it as a fill light in a conference room might result in some odd looking images...
