Hey dude - I'm in the middle of flower on my first grow and think I can help out a bit here.

Not sure if you're already on this site but growweedeasy.com is an incredible free resource

You could easily do one plant in a tent like this or go bigger and do a 48" x 24"

As for LED's in that range, most people seem to like either the mars hydro or viparspectra (I'm currently using an mh/HPS light)

One piece of advice I can give is, if you're not going to enjoy growing your own, don't even start. Some strains require a 120+ day commitment. If this is something of interest to you, and you think it would be a good hobby, welcome aboard, brother.

$70 for the grow tent

Then get a good LED light like this

$63 for the LED light.

Total: $133

This will save you less hassle and give you the ability to grow lots of things indoors and enjoy it without dealing with annoying rental restrictions. I know your on a budget but this is definitely worth it. Tomatos all year round, or if you want to go with citrus you can do that as well.
