Was going to say the same thing. I personally use these and they block out almost all outside noise. She absolutely should get some.
Recording engineer here. Forget Bose. Forget everything. Best in ear on planet is etymotic er4xr which is pretty pricey and really only for studio/home listening but when I'm not using those I use their almost as good hf3 which is actually a headset and has volume /pause, next track buttons on them. Designed for smartphone travel use. Super small and light. I've purchased probably 20 of them over the years as presents for friends and when I have lost mine. They've all said they're incredible. Because of the seal w the foam tips the isolation is ridiculous and the sound is like the music is coming from inside your head

I'd keep an eye out for the Etymotic Research ER4P-T MicroPro, but they haven't have a significant price drop in a year.[Completely of your price range, I had the currencies mixed up). An alternative would be the Etymotic HF3..Otherwise, I'd give the Shure SE215's a try. My brother has them and loves them.
There's the bose QC20's at the top of your budget as well, but they're active so the battery pack might be bulky to work out with.Wrong currencies, out of your mentioned price range. Someone else recommended these. Note they are for apple products, but I think you can get adapters.
