I've been using LED lights from FECiDA I got off amazon since about May and I'm really impressed. $30 ea or $50 for 2, they are IP67 waterproof so you can get them wet when misting, come with a long detachable cord with a switch and hanging hardware. Actual 50W draw from the wall.

4 of them (200W) absolutely destroy my old 400W HPS light which was more like 480W from the wall. They barely need any cooling too. I'm successfully growing fruiting plants (ground cherries) under them and if you can grow fruit you can grow anything leafy.

My seed starting station uses the white ones which aren't technically grow lights & are meant to be mounted on a wall (they are bare wire, you have to add a plug). They're only $20 ea and also 50W.

Those definitely need a lot of light, and basil likes heat. I'm sure it could work in a cabinet if you have reflective material (mylar is great) on all sides but one for viewing. It would work better if it was on all sides, but it'll still work.

The lights I recommended (COB) tend to have a pinkish tint. If you want something that looks closer to regular sunlight for the sake of aesthetics, T5's are great. You could probably light the whole thing with 4 of these. Maybe add a COB or two.
