As mentioned, it's an escape/rescue knife. There's a "window breaker" point on the butt, serrations for sawing through laminated glass (i.e. vehicle window), and the fish-hook looking thing is a strap (seatbelt) cutter. Not much in the way of a straight non-serrated blade on the thing as far as I can see.
As a survival knife, it's probably better than nothing; it doesn't look overly functional for a lot of "survival" activities, but it might just get you or someone you love out of that wrecked vehicle so that you have the chance to spend a few days surviving in the woods/jungle/arctic before being rescued.
My guess is that calling it a "survival knife" is designed to grab ebay search results. Expensive piece of hardware to say the least.
