There's a great book called Fumble!: The Browns, Modell, and the Move. It's written by one of Modell's Browns accountants, so it gets pretty technical and dry at times, but the NFL was actually afraid that the city of Cleveland had a legitimate case in the lawsuit.
It also goes into further details about this topic, and how Art basically was squeezing the Indians for all his money. The Gateway Complex offered him an out, but he'd lose his stranglehold on concessions and rent/shows.
I"m a little late to the party here, but this is a great book for anybody who wants a much more detailed look at what led to the Browns move.
