Gingher Embroidery Snips
I have these scissors. I bought them at Joann to replace my cheap sewing kit scissors and haven't tried any others because they've worked great for me over the last couple of years.

Fat quarters are great to have for a cheap collection of different patterns of fabric! If you get a rotary cutter, make sure she has a self-healing mat to go with it!

I don't know why I even decided to reply. PurplePansies made the perfect post.
I have several hobbies. First I sew, so these little scissors would be so helpful since my old ones are dull and I feel like I'm gnawing at thread rather than cutting it. And I also crochet, but seem to have lost all of my hooks when I moved, so a new set would help that along!
Does she have a nice pair of embroidery scissors? I have these Gingher bird scissors and they're the best... and under $10 too!
A Q-Snap frame might be a good choice too if she's looking to move on from hoops.
If you want to be in the middle these ones are amazing and made by a really solid brand. I use them for all my cross stitching and they’re really nice and sharp.
A fancy pair of scissors? Gingher is a pretty good brand and they make some ones with decorative handles (though they're a bit pricey). Or maybe some cute little thread snips?
