I work in repair at a retro game company, I've fixed a couple games by putting some form of goof off or goo gone on it (be sure it's not the super strong stuff or it will melt plastic)... from the picture I'd take a look at the sonic cartridge, right above the pins there seems to be some lines where someone when a little too far up with the sand paper or the case was rubbing against the board... I've fixed a $100 game by cleaning off those lines before... hopefully I dont sound too confusing and you can understand what I'm talking about. If it were me trying to fix something and nothing else was working, I would probably spray a low stregth form of goof off (maybe like this one, http://www.amazon.com/Goof-Off-FG659-Remover-22-Ounce/dp/B001NZSCDS/ref=sr_1_3?ie=UTF8&qid=1453482141&sr=8-3&keywords=goof+off) on the contacts, let it sit for a couple minutes, clean it off with a qtip.. if that didnt work I would spray the whole board with goof off and clean it off with a rag... if that didnt work I would probably give up if replacing the capacitor didnt work.
Sounds like you over paid for painters. Also Goof Off is super cheap.
