For a low-budget controller, the Hercules RMX gets good marks and is within your budget.
It's harsh but it's true, you need to put more brute time into reading articles and random stuff on the internet. There are so many possibilities for setups, and your interests sound somewhat unique, that it's impossible to give you a solid recommendation. DJing is 1/2 discovery and 1/2 some other stuff.
Plus, there are around three posts per day that are almost exactly like yours, and it gets incredibly tiresome because people don't come here to guide people to basic starter gear decisions, they come here to discuss finer points of DJing. (whether that actually happens changes depending on who you talk to)
HOWEVER:
More on the production side?
Have a fucking ton of money? (One of these + a handful of the above)

The Numark Mixtrack Pro 2 is a good choice - the only other choice that I think may be better is the Hercules RMX. The RMX2 is out of your budget a bit at $245 but the RMX is being cleared out of inventory at $209.

In most aspects this is a far superior controller, everything from the buttons to the platters, to the inputs, to the outputs. However it is missing two features found in newer controllers since this is a 'last gen' controller it doesn't have:
The Filter can of course be remapped if you don't use something else. I personally remapped the Mid EQ knob to Filter on my controller since I never use mid but always use Filter.
Performance pads only become an issue if you think you want to get into more 'live remixing' / 'cue juggling'.

Wasn't made for DJ Hero lol but cool find!
$100 isn't going to take you very far, DJ equipment is notoriously expensive as fuck, and you get what you put in
This is a pretty good option and I've heard good things about it
