I just ordered that very same camera and it is in fact the Chinese version. I also got this one recently and it's the English version.
I'm using it with Blue Iris, so it being in Chinese is not a deal breaker, just a bit of a hassle. I was able to make some sense of the firmware config by simultaneously opening the firmware for another Hikvision camera and comparing them side by side to see what the controls were. Once you setup the camera in Blue Iris, it doesn't seem to make any difference what language the firmware is in.
They say that if the box is plain brown instead of red/white then it's the Chinese version. That held true for my Hikvision dome cameras, but not Hikvision bullet cameras. I've got 4 of these bullet cameras and they all came in brown boxes but are the English version.

Many cameras have local storage via a microSDHC card, so for only one camera a NVR is not needed.
Personally I have owned NightOwl stuff before, it's cheap, but not great. it's fairly comparable to Swann, Q-see, and other consumer grade gear; I would recommend Hikvision over NightOwl.
I use 3 of these. The wtaerproof connectors are junk but the camera works great.
