Put a thermometer at the same height as your plants. I think you'll be surprised how hot it is there, lettuce wants to stick around ~75 F or lower. 4 inches away, that light may be too hot.
If that's the case try adding one of those small portable fans they sell, to cool the tubes. I have one just like that, at the same height as the tubes and pointed at them, and it reduced the temp in there by 3-4 degrees on its own.
My current bug doesn't have wind wings. I love this little fan. When I'm alone I set it on the passenger seat and it stays put pretty well. When I have a passenger, I make them hold it. =D

I have this one and it works pretty well. Its definstely larger than the one you linked but procides better air flow. It takes AA or can be plugged in using usb only.
