Powerline adapters are perfect for what you're looking for. Do not plug them into a surge protector, they get weird. You can get either ones with outlet passthrough or without. I'd also suggest getting these to get that plug off the wall a bit.
Yeah I had the same exact problem. No matter what settings I tried on my ps4 or router, it would regularly dip down into the kbps. Especially infuriating was the fact that if I used Netflix on my ps4 it looked like crap and always had to buffer, but if I used the tv's Netflix app it looked awesome, no buffering.
Anyway powerline adaptors are the way to go. I used these. Fixed the problem immediately!
Replacing the whole PC just for WiFi isn't necessary. Even if a standard PCI or PCIe WiFi card isn't compatible with Dell's proprietary crap, you still have other options:
If your current Dell doesn't have a USB 3.0 port, you won't be able to use a USB WiFi ac 1200Mbps adapter. If your Dell's ethernet port is only 100Mbps and not 1Gbps, you won't be able to use the router or powerline adapter at full speed.
