you really dont even need to spend $500 for a laptop that will serve those purposes. I'll link a few on Amazon.

This laptop is $400. It runs Windows 10, 8GB of Ram, meaning he would be able to have many tabs open, that sort of thing. And it has 1 Terabyte of storage, meaning 1024GB. This laptop is about $350 and its pretty similar, It has less storage. It has 512GB but it has a SSD, its basically a faster loading hard drive, so if you think he isnt going to go download happy this one would work well for him, especially being able to load up downloaded programs and media just a little bit faster with potential for better download speeds. This laptop has 16GB of ram which is very good for work use, its about $270 such as having many programs and chrome tabs open. Although it has 16GB of ram it has a regular hard drive with 320GB, not an SSD. So i guess it all depends what you think would be best. I'll give you some pointers in case if you can't use Amazon, figure out which laptop you think might be best suited, look at all the other comments to and make some comparisons. If you think your dad would want to download a lot, and by a lot i mean a lot of media such as movies, photos and music than look for laptops with a high storage. If you think he's going to be only working and needing a few programs and lots of tabs, maybe music or youtube playing as well maybe look for something with a high amount of ram, 8GB is good but 16GB would be a difference that's worthwhile. If you think I he wants it all try to find a balance, look for a laptop with 16GB of ram and a 500GB at least and if you can an SSD instead of a hard drive.

Don't be afraid to ask Bestbuy or any store that sells laptops. Ask if they have a laptop with a good amount of ram, maybe an SSD. Maybe let them know if you don't fully understand how it works. Try not to cheap out though because that employee might just want to make the sale instead of helping you entirely, who knows. If you are considering buying a laptop somewhere, look it up online first, watch a review on youtube. Especially if you're uncertain about something, don't wing it unless if you have to. Here's this. I can't speak for power cause I don't own it but tell her to be flexible b/c in most cases laptops are more expensive than desktops for similar power.

Edit: just noticed it isn't a touch screen but that, again, will raise the cost noticeably for something with very little benefit imo so just try to get her to be understanding maybe
