I bought this one. Not too expensive and it gets the job done. It definitely runs slower but overall I'm pleased with it.
It's a pretty cheap old PC, you can only do so much.
If you're serious about getting it up to speed, install an SSD, max out the RAM capacity, and install Windows 10.
You might be better off selling it and picking up a new PC however, even the cheap new models are pretty good at the moment:
