I'm 23 with a sister who turned 8 last month. I got her this stop motion kit from Amazon a while back ($50) and she's bananas for it. She'll send me a dumb little video every once in a while and it's a low pressure way for us to stay in touch, and gives her a creative outlet. She has to use a computer for it, I think, so it's possible that just the iPad might not work.
When she was a couple years younger she loved science kits (~$10 online) and art supplies. I also made up a letter writing kit for her (pens, paper, stickers, envelopes, markers, stamps, address book) and she LOVES writing letters and getting responses in the mail.
Our parents are pretty shit, so the biggest hits have been gifts that keep me and her in touch without them as a middle man, or things that help her feel independent of them. Hope that helps. Good luck gift shopping!
I have not used any of these projects so if I were you I would check Amazon reviews. But at his age I would want something like these.

Another thing he will need is desk lamps and (if he is working with Lego) a Lego baseplate or two. It might be worth it to let him continue using the iPad but purchasing something like this to connect it to a tripod of some sort. I'm assuming he is using an app on the iPad and this would allow him to keep using what he is comfortable with just with better results.
TLDR the kits are cool but using the iPad may be the better option as he is already used to it. I would focus on lights, tripods, and maybe a lego baseplate.
