If screen tablets are too pricey, I would suggest the Inspiroy Ink instead. It's very kid-friendly and I'd imagine your daughter will enjoy the the boogie board. You can also slowly teach her to draw on PC or Android if she likes this tablet enough. As others suggested, the software Sketchbook (both for PC and Android) should be simple enough for a child like her.

Edit: Also, if you really want to go with a screen tablet, you might want to consider either an Ipad + Apple Pencil, a Surface Pro or a Samsung Galaxy Tab instead because they're more suitable for your daughter's age and they can be used as a portable phone/computer hybrid.
