Go to your doc or dermatologist and get your B-12 levels checked. Dry, cracking and peeling lips, especially near the corners of the mouth is one of the first signs of a slight B-12 deficiency. Especially if you're vegan/vegetarian or just don't eat well. It could also be caused by irritants and an over abundance of vit A. (source )
Also be sure to eat plenty of healthy fats like avocados, nuts and seeds, or Omega 3 supplements, they will help a lot.
I also second the recommendation to look into your mental health with a doctor as well, as you may be experiencing a form of skin picking OCD. This could also result from B vitamin deficiencies as they have a huge impact on mental health.
Aside from that, get a good lip balm with spf and protective oils. I swear by the hurraw brand, they saved my lips when I was super anemic and they last a long time even through eating and drinking. And they smell great. You can get a three pack on amazon that has their spf balm, their repairing night balm and an unscented normal balm to try them out.
