You say that like it's somewhat difficult or requires an element of skill.

All it takes is an order of these and a computer with an inkjet printer.

The reason government issued is the rule is that they're both more standardized & (generally) more secure. School IDs could look like anything and won't (generally) have security enhancements. Unless you're intimately familiar, you wouldn't be able to distinguish a real one from a fake (and even then, it's not a guarantee).
