That video is running off the integrated graphics on a 3770 which, while it has the same integrated graphics as you, has a significantly faster desktop processor, so that's where the difference is coming from.
The video I linked uses a slightly slower processor than yours, but even so I don't think you'll be getting more than 30fps. It's up to you if that's acceptable or not. You almost certainly won't get Spec Ops or Sleeping Dogs running well on your laptop, as they are half an order of magnitude more demanding than NFS. If you do want to continue PC gaming beyond next year (minimum settings will be significantly higher when the new consoles come out), I'd recommend going to /r/buildapc and seeing if that is something that interests you.

obviously the biggest upgrade you can do is upgrade the video card if this is for gaming.
My main rig has a 3.3ghz i5 in it and my beast PC uses a 3.5ghz i7
Processing and memory tend to mostly affect simulations. The graphics card handles most of the processing done during modeling and rendering. Getting the best graphics card you can afford is generally the best solution
