I've lived my whole life in SoCal, am really pale and prone to sunburn, so I'm an expert in covering up. I always have my upper arms covered either with a cardigan or jacket. I also stick to crewnecks and collared tops to make sure my decolletage is covered as well. Linen tops and thin cotton cardigans are my go-tos.
I know Uniqlo has UV protection tees/cardigans but they don't specify exactly how much they protect. I have a few of their cardigans and they seem to work alright. I'm also looking at UV resistant clothes, like this brand Mott50. It's a bit pricy, but I live in Southern California where the UV index averages around 8-12 from May to September. I will take all the protection I can get. I also wear sunhats occasionally when I know I'm gonna be out all day.
For sunscreen, I prefer Japanese ones for my face since they tend to be cosmetically elegant and really lightweight and sink into my skin pretty fast. I really like the Hada Labo Perfect UV Gel since it works so well underneath my makeup. For my body, I just use spray sunscreens since it's so convenient. My go-to right now is the Coola Sport Spray.
I get hormonal cystic acne and I've had good luck with Hada Labo Gokujyun Perfect UV gel!

I like the Hada Labo Perfect UV Gel -- which I think was/is the replacement or update of the Creamy Gel -- and have ordered it from Amazon and eBay before. There's a couple of Amazon Prime sellers currently, so maybe that's worth a look?

I can't speak to any of these, but I did a quick Amazon search, and here are some (both Western and AB) watery chemical sunscreens I found in your price range with Prime shipping:
Also, this is not cheap, but some French sunscreens, like ones by La Roche-Posay and Bioderma, have significantly better PPD ratings than Biore Watery Essence. The latter is measured as PA++++, which maxes out at PPD 16. The LRP Anthelios line is rated twice that.
My personal requirement for a "strong" sunscreen is that the PPD should be at least 16. This means PA++++ for Japanese sunscreens, SPF 50+ with the UVA circle for European sunscreens, or a handful of American sunscreens which are willing to disclose that info. For the American ones, the only one I know of is Elta MD which has confirmed in emails that all of their sunscreens have a PPD around 16 (they gave out the exact numbers).
The problem with the CeraVe is that you don't know what the PPD value is. If you use it and like it, then go ahead and use it. It's way better than nothing.
The Shiseido one you mentioned is PA++++ and a good one. You would probably need a separate moisturizer. Apply the moisturizer, let absorb, then apply a generous (1/4 teaspoon) amount of sunscreen to your face.
Other good choices would be Hada Labo UV Perfect gel, Biore Aqua Rich watery essence or watery gel (I prefer the gel; you get more product for your money).
Any of the Elta MD sunscreens are good choices. My favorite is UV Shield. Not too shiny and you get a lot of product for your money. UV Daily, UV Clear, or UV Lotion are all good choices too. UV Physical is a bit drying on me but it's not drying for everyone.
You need a moisturizer. Coconut oil is not a moisturizer, it's an emollient, but you're gonna need something to bind water in your skin because at your most venerable age your skin isn't really doing it all that well anymore. You can put the coconut oil on top of that if you want, but you must use the moisturizer daily. Secondly, you're gonna need SPF. UV is bad for you and bad for your skin, so stay out of the sun and wear sunscreen. If you want a nice nongreasy formula, Hada Labo makes a fantastic product (Amazon). Thirdly, you can consider picking up the use of AHAs (alpha-hydroxy acids). These are substances that chemically exfoliate the skin and reduce fine wrinkles. However, you need to be consistent in their use and patient, and you MUST use sunblock because they leave your skin vulnerable to UV. It's advised to use them at night partly for that reason.
