Acrylics are easier for beginners for a few different reasons. They can be thinned with water instead of mineral spirits/terpenoid, dry much faster, and are easier to clean out of brushes, palettes, flooring, sinks, etc.

Bob Ross is a good place to start and don't worry about getting fancy paints or even starting with oil. While the acrylic paint does dry faster, you can always add nearly anything to it (including sand/dirt) to get it's properties to change.

Jo Sonja was the brand I had recommended to her in the store. It has decent pigment and good flow. It also takes well to Liquithick and Slow Dry mediums. I've heard of a few people putting some linseed oil or sunflower oil (for painting) in their acrylics, but have never personally tried it.

When you're starting out, getting a feel for the canvas space, blocking in, and then thinking about the use of positive (foreground) and negative (background) space is more important than worrying over techniques. You can even start out with just MS Paint and a mouse to get a feel.
