I recommend:

• a nice wool peacoat. This one has a nice zip off hood.
  
  
• possibly a 'it's snowy as shit and cold as hell' coat with layers. not the most fashionable, but great for really shitty days. Example that has zip off layers.
  
  
• a pair of 'slightly cold/snow' boots. I wear these with wool socks when it's not super snowy and I'm going out. These are still water resistant and not hideous.
  
  
• a pair of 'omg 3 feet of snow i give up on fashion' boots. These are supposedly 'in' this year. These are hard weather boots. I use stuff like this for shoveling, sledding, lots of snow, really cold, etc.
  
  
• gloves AND mittens. These are super cheap, and good for quick trips or to wear under mittens for really cold days. These are ugly as sin, but are extremely warm. Good for winter activities, really bad weather. I like to do mittens with the little gloves on really cold days. Mittens keep your hands warmer because your fingers are all together. There are also gloves with 'thinsulate' that I can't find online atm, but are good for cold weather without being ugly.
  
  
• a warm hat that COVERS YOUR EARS. A beanie style is common but not the kind that sits on the back of your head.
  
  
• warm scarf. Knit not that silly flowy fabric stuff.
  
  You can always layer like crazy - leggings UNDER jeans, fleece lined leggings, sweaters over shirts, etc.
  
  Fleece lined leggings.
  
  Thermal tops/pants.
