You've convinced yourself into $170 and you're not going to listen to reason, so I don't know why you're here.
A used wii with one controller and nunchuck (which come with any Wii, and yes, that includes WM+ - you lose points if the WM+ isn't built in), a used Wii balance board and a 2GB microSD card. And a cheap plastic steering wheel.
So, basically: this. $50. Except that comes with four Wiimotes.
Oh, my bad - a used 2GB microSD card as well. Here a new 8GB one for $6, and that's a bit pricey tbh.
If you're looking for one specifically to be used in the GBA slot, I can't help, but if you just want a way to emulate GBA games, DSTwo works.
I've used my DSTwo since 2010. It can play DS, GBA, and GB games (some SNES also I've heard, but I haven't personally tried that). It doesn't need anything in the GBA slot, and it also works with all the systems I've used since (currently on a new 3ds xl).
I bought it for about $60 from dscardshop, but it appears they no longer have a website. It gave options to include an SD card, so I got an 8GB Kingston. I did a quick Google search and I found a place that lists prices and places where you can buy. The DSTwo site doesn't actually sell them.
One other thing to note, I always update the firmware on my original DS, just to be safe. Someone told me to do that, but I'm not sure if it's actually required. I guess just in case Nintendo adds something to a 3DS update that would mess up the card.

Happy to answer that.
Bought one of these off amazon

As well as a memory card to install the operating system (this one was perfect because it's a 2 in 1)

The OS I used is raspbian and can be dled for free.
I hooked up the pi to my tv via hdmi cable and used a wireless usb keyboard and mouse for it.
Downloaded the offline files from bitaddress.org and transfered them to the raspberry pi via usb drive.
I could then open the site on my tv screen and generate a private and public key which has never touched the Internet. Wrote them down in a notebook and that's basically the only place the private key exists. I could then send Bitcoin to the public address and the network recognizes and records this. It's pretty wild that the network knows a public key is real even though it's never been online. I guess that's the magic of cryptography. The only way I could use the funds is if I load up the private key into an online wallet but then it will no longer be completely secure.
Here's a pic I took while setting it up feeling like Neo: http://i.imgur.com/zkYuWOa.jpg

The actual wiring and coding is pretty trivial. Also, you can do it without the audio shield but the shield simplifies things significantly.
There are pretty much no wrong SD cards as long as they are normal sized. So people say they run into issues with SDHC cards but I have a 32GB card and it works perfectly. Here is just an example but any SD card with 1GB+ size should work: https://www.amazon.com/Kingston-microSDHC-Class-Memory-SDC4/dp/B00200K1TS/ref=sr_1_2?s=pc&ie=UTF8&qid=1537464388&sr=1-2&keywords=sd+card&refinements=p_89%3AKingston
4.99 for 8gb micro sd .http://www.amazon.com/Kingston-microSDHC-Memory-SDC4-8GBET/dp/B00200K1TS/ref=sr_1_1?s=electronics&ie=UTF8&qid=1422336435&sr=1-1&keywords=8gb+micro+sd
I'm really not aware of any program that would do something without have a connection to a computer, at the least there should be a MicroSD card in the phone to open up some options.
Also they're very cheap and I would earnestly recommend you get one because for 6 dollars you'll get to backup almost everything without having to worry.

Just in case anyone else stumbles upon this thread and was curious what cards work, my new Kingston I got from Amazon for 3.99 works perfectly (8gb, class 4).
