Ryzen 1700/2700, cheap GPU for compositing, windows 10 off of ebay, might as well just get a cheap bitcoin mining case for low temperatures: https://www.amazon.com/Kingwin-Stackable-Cryptocurrency-Convection-Performance/dp/B07H44QS7N/ $300ish at most.
I have to disagree with those saying buying 1000$ worth of Crypto. Hardware purchases can be resold should there be issues with gpu mining. That leads to my question below...
Do you have any interest in PC Gaming? That is the easiest way to justify hardware purchases. Building a standard gaming machine that can also mine while you are not using it, I mine and game at the same time with some games. It won't be as effective as a purpose built mining machine, however it will be easier to game on, or resell should there be an issue with gpu mining, or the crypto market suddenly fails. Bump it up to 1200$ for a solid gaming machine (that number counts hardware like monitor/keyboard/mouse/headset).

If you do PC Game, you won't want multiple cards, I would recommend a single gpu, roughly 30-40% your budget. For PC gaming, you need less of a cpu than you might think (unless you are streaming). A solid Ryzen 5 3600 would be more than enough (and it is capable of mining, just not as efficient as gpu).
