4 colors is a little fancy. You really only need two. But you can buy cool little compacts like these that coordinate the colors and tell you how to put them on. Just make sure you get one with instructions that matches your skin tone.
Eye liner. Brown and black are the basics. You can do a lot of subtle stuff. On your top lid, draw a really skinny line from the middle of your pupil to the end of your eyelashes. Stay as close to the eye lashes as you can. Once you perfect that, watch some youtube videos about eyeliner.
Foundation? It can really even out your skin tone, but it won't cover up stubble very well at all. You have to bring out the nukes for stubble. If you want clearer skin, then I like cream foundations (they're not powder, they come in a little compact with a sponge. I don't think anyone needs foundation, but you might like it.
