You can get a package of dry fertilizers at greenleafaquariums.com for $15 + shipping: http://greenleafaquariums.com/aquarium-fertilizers-supplements/micro-macro-fertilizers.html. You won't need Seachem Flourish or Excel if you follow the Estimative Index (EI) dosing regime. You probably don't need Equilibrium either. A quick google search will bring up several guides on EI.

I would spend another $7 and get a thermometer that won't be a total eyesore. This one is much better.

I would also get the CGA 320 Aquatek Regulator rather than the paintball regulator. If you'd like to start off with a paintball tank, you can buy an adapter to attach the CGA 320 Regulator to it. The advantage of doing this is you can upgrade to a full size CO2 tank (5lb, 10lb etc) down the road if you feel the need and you won't have to buy a new regulator. Also, grab a drop checker and 4dkh reference solution. There are great glass knockoffs on ebay for cheap. If you're planning on getting a pH test kit, you can use the drops from that in your drop checker along with the 4dkh solution. The solutions that ship with the cheap drop checkers are very dilluted.

If you're aiming to very closely replicate the image you linked, you're missing a few key elements: rimless aquarium, canister filter with glass pipes and some sort of inline heater. These are all fairly expensive and only add to aesthetics rather than functionality. Though, I am inclined to suggest a canister filter rather than a hang on the back filter if you can fit it into your budget. They're generally more reliable and most importantly much quieter.
