I'm a bit late to the party on this one, but AT&T's goPhones would in fact work on T-Mobile accounts. They use the same frequency. And goPhones are cheap, even without a contract. Though if you're looking for a good, inexpensive phone, I would suggest one made by Google. The Nexus 4, Nexus 5, or Moto X. None of them are ridiculously fast, but they have good cameras, decent battery life, and they're cheap. Moto X has a better antenna than the Nexus though.
