I've been wanting to try and LED grow for a while now. The biggest issue I came across was getting enough true watts at an affordable price.
I think the best bang for buck right now is to build your own DIY COB light setup, but I was lazy and wanted something tangible quickly.
Hunted around on Craigslist and different forums till I found enough new and used LEDs to set up my tent. All LEDs together cost me a total of $320

This year I replaced my fluorescent rig with this for seed-starting. I was impressed enough to consider upgrading to a bigger model, closer to the first one you linked. I love the minimal power consumption, and that's a strong motivation to continue down this road, but I've been keeping an eye on LEPs as well. When the cost comes down on those beauties, switching all stages will be a no-brainer. Until then, I'm planning on getting a combo LED/fluorescent to balance output/spectrum/efficiency.

There's a couple people that have used those big giant UFO led things, might be worth a shot. There are a few other LED panels that would probably work well, it's just a matter of fitting them into the space.
Most of the UFO lights make use of an array of 3 watt LED's, which do allow your plant to grow but even the combined wattage just doesn't compare to having 1 or 2 strong LED's such as 75 watt or 100 watt. These are a lot more expensive and often more complicated to assemble though, you're probably better off saving the money and rigging up the lights like everyone else is doing.

They are also quite expensive
One of the big issues for optimization also is the range of light is really not best suited for growing bud, typically you want different ranges of light for different growth periods, there are some lights that sort of cover everything but are not optimal. this is obviously a pretty big issue if you don't want to spend a ton of money on something that's still half-ass.
Honestly I think you might just have to have a discussion to try and change your SO's mind. It's not rocket science, anyone can build these things if they just spend a bit of time researching it and making sure they do good work.
